Expression of Interest: TasCOSS Strategic Planning Consultant

TasCOSS are seeking to engage an experienced Strategic Planning Consultant to support the development of a new five year plan (1 July 2026 to 30 June 2031) that reflects Tasmania’s evolving community services landscape, embeds clear, measurable impact and acknowledges both current and future stakeholders.

The consultant’s purpose will be to equip TasCOSS with a bold, coherent five year strategy (2026-31) that strengthens our role as a dual peak body, drives measurable social impact, and positions us as a trusted, future‑focussed advocate for Tasmania’s community services industry.

Selection Criteria
  1. Values Alignment
    • Consultant demonstrates alignment with TasCOSS’s Values and ways of working.
    • Ability to work collaboratively, respectfully challenge and build trust.
  2. Understanding of TasCOSS’s Needs
    • Clear interpretation of TasCOSS’s role and the scope brief.
    • Evidence of tailoring approach to TasCOSS’s specific context
  3. Credibility and Trust
    • Standing and reputation in the Tasmanian community services industry (or adjacent fields).
    • Demonstrated ability to deliver high quality, strategic work that earns confidence.
  4. Industry Knowledge versus Fresh Perspective
    • Balance between knowledge of the Tasmanian community services industry and the ability to bring a fresh perspective.
    • Ability to integrate and respect TasCOSS’s existing work while also challenging assumptions and introducing new thinking.
  5. Value for Money
    • Competitive pricing within the agreed ceiling (maximum $25,000).
Application Instructions

Interested applicants should submit the following documents for consideration by the TasCOSS Strategic Planning Committee:

  1. A written proposal (maximum of four pages) which includes:
    1. Your understanding of TasCOSS’s context and needs;
    1. Proposed methodology and approach;
    1. Demonstrated alignment with TasCOSS Values;
    1. Timeline and project management approach; and
    1. Relevant experience and/or examples of similar work.
  2. A detailed budget breakdown (within $25,000 ceiling).
  3. Brief CV or company profile (maximum of two pages).
  4. Two referees from similar strategic planning projects.
