TasCOSS is seeking further member feedback on the union’s proposal for a Portable Long Service Leave (PLSL) scheme for Tasmania’s community services industry.
Unions have jointly funded the drafting of legislation for a PLSL scheme, which they plan to introduce into Parliament as a Private Members Bill before the end of 2026. Under its proposed model, community services employers would pay a quarterly levy, estimated at around 2.2% of payroll, into a fund that would allow workers to carry recognised service between employers across the industry.
While TasCOSS supports PLSL in principle, there are a number of issues that require further consideration, including the potential cost to organisations, particularly small- to medium-sized providers, funding, transition arrangements, coverage and governance.

Your feedback will help inform TasCOSS’s position and advocacy as the proposed legislation progresses.
In particular, we are interested in your views on the potential financial and administrative impacts for your organisation, what transition or funding arrangements would be required, and any other issues you believe need to be addressed before a scheme is introduced.
