Expressions of Interest: Social Impact Framework Practitioner

Expressions of interest are sought from experienced social impact practitioners to co-design a Social Impact Framework for TasCOSS. The Social Impact Framework needs to be developed between June 2025 and November 2025.

ABOUT US:

The Tasmanian Council of Social Service (TasCOSS) is the peak body for the community services industry in Tasmania, representing a 28,000-strong workforce, supported by 46,900 (formal) volunteers.

Together, we advocate to challenge and change the systems, behaviours and attitudes that create poverty, inequality and exclusion, to ensure all Tasmanians have the same opportunity to live a good life. As at May 2025, TasCOSS has 153 Organisational Members and 53 Individual Members.

THE PROJECT:

Building on work that TasCOSS has completed internally in 2024/25, TasCOSS are looking for a practitioner to develop a Social Impact Framework to support the organisation to better understand, measure and evaluate its social impact, and to communicate this with stakeholders, including the community. 

KEY DELIVERABLES:
  • Review existing documents, data and work that TasCOSS has recently completed as part of a change management process to increase impact thinking across the organisation.
  • Co-design a Social Impact Framework, which identifies key change metrics that will be used to measure and evaluate impact across the breadth of the organisation. The Social Impact Framework will include a Theory of Change for TasCOSS and each of the five key TasCOSS focus areas (preventative health, digital inclusion, youth safety and wellbeing, industry sustainability, housing), as well as specific measurables. 
  • Develop and design visual tools and infographics for the Social Impact Framework and five project areas, which will be publicly available.
  • Develop a reporting tool for the Social Impact Framework to enable effective and transparent evaluation and reporting. 
CO-DESIGN PROCESS:

TasCOSS is committed to engaging with its key stakeholders, including staff, members and funders as part of the co-design process. The proposal needs to outline how you will effectively use co-design principles in developing the framework.

TO APPLY:

To submit an expression of interest, please provide a proposal which includes an outline of the approach that will be taken, key milestones, a timeline guide, and a fee structure to complete the body of work.

The application also needs to include a professional biography of the specific person or people who will be leading the work, which includes an outline of their expertise and experience in delivering similar work.
